Introduction to the new funding system for 2025/2026
On the 6th April 2025 the Gambling Commission assumes the power to charge a levy on the Gross Gambling Yield of all UK gambling operators.
The Commission will apply the applicable percentage levy rate to the different licence types, issue invoices and request payment direct to a Gambling Levy Board.
The move from a 'voluntary' system (where gambling operators chose how much to contribute to support gambling harms Research, Prevention, and Treatment services) to a statutory levy was something GambleAware had long campaigned for.
Once collected by the Gambling Levy Board, levy funds will be distributed to organisations delivering services through three Commissioning Boards.
Please refer to the Gambling Commission website for information on changes to the Licence Conditions and Codes of Practice (LCCP).
What the new system means for GambleAware's funding
The RPT (Research, Prevention and Treatment) contribution system no longer exists and contributions to approved organisations are no longer a compliance requirement of the LCCP.
This means that from 6th April 2025 GambleAware will return all money received from licensed operators that is not accompanied with written confirmation that the payment is entirely un-connected to the obligation to pay the gambling levy.
During 2025/26 GambleAware will work with the lead commissioners of the new system to ensure a smooth handover of all gambling harms research, prevention and treatment support services.
Our work in this transition year will be funded through reserve funds and Regulatory Settlement funds agreed with the Gambling Commission.

Regulatory settlements
Some of our work in 2025/26 will continue to be funded by regulatory settlement distributed by the Gambling Commission.
A regulatory settlement is an agreement between the Gambling Commission and a gambling operator in cases where concerns have been raised about the operator.
When the Gambling Commission takes regulatory action against an operator, one resolution is for the operator to make a payment which will fund socially responsible purposes rather than to pay a fine.
The Gambling Commission's Statement of Principles ensures that these funds are used for specific, agreed purposes to accelerate development and innovation of gambling harms research, prevention and treatment.
GambleAware operates independently in pursuit of a vision where everyone is safe from gambling harms. We cannot accept donations which might compromise our independence.
The total donations and pledges received by GambleAware between 1 April and 30 June 2024 qualifying as RET contributions from gambling operators was £294,722.99.
The total donations and pledges received by GambleAware between 1 July and 30 September 2024 qualifying as RET contributions from gambling operators was £4,607,852.24.
Regulatory settlements
In August 2023 the Gambling Commission agreed to direct a number of regulatory settlements to GambleAware for specific, agreed purposes in keeping with the Commission’s Statement of Principles.
Between 1 April and 30 June 2024 we received £40,000 in regulatory settlements.

Between April and 30 June 2024 these donations amounted to £472.06.
The total donations and pledges we received between 1 April 2023 and 31 March 2024 qualifying as RET contributions from gambling operators was £49.5m.
Regulatory settlements
In August 2023 the Gambling Commission agreed to direct a number of regulatory settlements to GambleAware for specific, agreed purposes in keeping with the Commission’s Statement of Principles.
Between 1 April 2023 and 31 March 2024 we received £33,488,894.31 in regulatory settlements.

Between April 2023 and 31 March 2024 these donations amounted to £322,297.19.
The total donations and pledges we received between 1 April 2021 and 31 March 2022 qualifying as RET contributions from gambling operators was £34.7million. This excludes regulatory settlements and additional donations.
Regulatory settlements
We did not receive a contribution from a regulatory settlement between 1 April 2021 and 31 March 2022.
The total donations and pledges we received between 1 April 2020 and 31 March 2021 qualifying as RET contributions from gambling operators was £19.1million. This excludes regulatory settlements and additional donations.
